COVID-19: Freedom & Responsibilities

COVID-19 has disrupted churches all over America. Governments have shutdown in-person church services. After churches re-gather together, the church must consider the risks of keeping everyone safe. This session discusses both issues.


Frank Sommerville is a shareholder in the law firm of Weycer, Kaplan, Pulaski & Zuber, P.C. in Houston and Dallas, Texas. He received his bachelor’s degree in business from Texas Wesleyan University. He received his master’s degree in professional accounting with an emphasis on taxation from the University of Texas at Arlington. His law degree is from the University of Houston Law Center.

Frank holds a license as a Certified Public Accountant. He is also Board Certified in Tax Law by the Texas Board of Legal Specialization. He is rated AV (highest possible) by Martindale-Hubbell Legal Directory.

Frank brings more than thirty years of experience to bear in all his representations. Frank has served nonprofit institutions of all sizes as a bookkeeper, accountant, auditor, tax advisor and advocate, litigator, and legal advisor. He has represented many nonprofit organizations before the Internal Revenue Service (IRS). He also has represented nonprofit organizations under examination by the Texas attorney general.

Frank has presented seminars on nonprofit taxation since 1981. Due to his significant contributions to the church administration profession, Frank was inducted into The Church Network’s “Hall of Fame” in 2003. He contributed to PPC’s Nonprofit Tax & Governance Guide: Helping Organizations Comply (Thomson Reuters, 2011), and also served on the Panel of Legal Experts in 2011 to assist Senator Charles Grassley (R-Iowa) and the Evangelical Council for Financial Accountability’s Commission for Accountability and Policy for Religious Organizations.

Re-Missioning the Church: Not Going Back to the Way Things Were

David Benjamin is the Senior Pastor of Winfree Memorial Baptist Church in Midlothian. David has a Ph.D. in New Testament, served as a missionary in Asia, and helps coach cross country at Midlothian High School. But most of all, David is a person who is committed to Jesus Christ and wants to discover what that means in everyday life and in his relationships with others. David says that in the Sunday messages he tries to convey meaningful, biblical truths that have real life applications in an engaging form that communicates God’s love and is easily understood by anyone.

Jason Barnes grew-up in Hanover County and Northside Baptist Church. Jason earned an Associate’s Degree from SUNY Broome, Bachelor’s Degree in Education from Carson-Newman University, and Master’s Degree in Educational Administration from the University of Tennessee, Jason applied his education as a teacher, soccer coach, and Assistant Principal from 2003-2011. In 2011, Jason took on a leadership role as the Franchisee of Chick-fil-A Haygood in Virginia Beach and in 2019, opened a second location at Northampton Blvd in Norfolk outside Norfolk Premium Outlets where he now runs two successful franchises. Married to Breyene Barnes for 13 years, Jason resides in Virginia Beach with his wife, 10 year old son, and 8 year old daughter.
